heated seats

My Free Kia Connect trial comes to an end this month. I noticed on the Canadian website (see bottom of page) this is what's in the Plus package. Are they saying that we have to pay for "Heated/ventilated seats + steering wheel heat?" Am I reading this right or is this just the remote version...

Searched threads and didn't see an answer. Can the the heated seats be turned on via remote start without starting the car while in garage? Thanks!
