When will the hitch and front tag bracket be available for my 2023 xpro?

The hitch is not standard on any Telluride. It is currently not available even as an option due to shortages.

Front tag bracket is likely referring to the mounting bracket for the front license plate. It should be included in the car somewhere. Probably hidden either in the glove box or in the cargo area.

Also looking for a front license plate mount for my 2023. Was told they are not included with vehicles sent to dealers in states that do not require front license plates. I purchased my '23 in such a state, but live where fronts are required. My local dealer did not have info as of last week.
