Probably been asked a million times - but search didn't work. So! Is there an easy way one can have the KIA front and rear cameras constantly record on a loop, for usage as a dashcam? And be able to -on-demand as a user, download that footage?

I guess I can just buy a separate dash-cam, they aren't expensive; but part of me things that's just stupid, since I already have camera's running...

They aren’t equipped for that function

Some Hyundai/Genesis models offer it as an option in Korea. However, it is very expensive and limited in functionality. Built in cams in cars have low resolution, no audio recording, does not offer wifi, and some models do not offer "save to SD". Most Korean buyers opt for aftermarket. Even if H/G/Kia offers the option in the US, it would be much better to buy a high quality aftermarket unit.

Well... OK, apparently that's a swing-and-a-miss. So... now that we've worked through that, any particular budget dash-cam on Amazon worth a shot?

It depends on your needs and budget, but generally speaking you want following options:
1. 2k+ front and FHD rear(if needed)
2. Sony starvis sensor
3. Capacitor (Li-ion is bad in incremental weather)
4. GPS & Wifi
Blackvue & Thinkware brands are made in Korea and regarded as best brand. Viofo is cheaper alternative that reviews well.
is a good place to visit for reviews.
