Dealer allocations and failcat

Am I correct in that there is a category of Tellurides that are already built that do not show up on Failcat that are waiting for Kia to match with the KDealer list. Once matched or allocated to a dealer they show up eventually on Failcat and are given the matched date. However, their VIN was produced well before being on Failcat. Then, if there isn’t a match eventually the customer’s place on the KDealer list will result in a KFOS build process to produce the desired vehicle?

My dealer has given me eta of sept 25 then oct 5, now eta of sept 15, however there is nothing on fail at matching my specs, any ideas why? Thank you
