Device not supported? update thumb drive?

I down loaded the up date (23 SXP) went to the update screen plugged in drive. Message came up not supported device. I have done the down load twice, same this both times. Any help on this? Brand new drive completely empty except the KIA file for update.

It the flash drive formatted to FAT32 or NTFS and which format does the system require.
