Before you can pm you usually have to be active and it is after you have made "X" amount of messages in general. If you @ someone they can start the pm conversation with you. @Glady

Sorry for the delay. As mentioned above, there's a process before people are granted access to contact other members directly. It takes some time but it's an unfortunate but necessary evil...
