Can. a rubber waffle like grill on a 2020 Kia soul cause a small point on a bumper driving 2 miles an hour

It is unlikely a plastic grill can cause paint to chip if it was a slow roll in drive gear. Maybe the front license plate hit that spot, a license plate screw head, or it was there from backing into a pole.

could be from the screw head like mentioned already. Had to tell though since we do not know the circumstances on how it happened.
