Registering in CA

Update: went back to DMV with stuff sent from I25. I gave them everything except the CO application for title/registration. Oh boy, the rep was confused. I spent close to 45 mins standing at the widow waiting for the rep going back and forth working with his supervisors. They didn’t bother ask me any question. Before I left, I asked was was done wrong. He said i wasn’t supposed to be given the registration card (and probably plates and stickers) on my first visit until they have…he was pointing at the Certification of New Vehicle and the original Bill of Sale. Not sure which one he meant or both (I did give them the copy of Bill of Sale on my first visit).

They accepted the refunded check fine without me signing over to them even though it was paid to my name.

I should get the CA title sent from Sacramento and hope that will be the end of it.
Thanks for the update and clarification on your registration. I wondered how you got your plates, tags, and registration card without DMV getting paperwork and sales tax from i25, DMV screwed up. Normal process to register new out of state vehicle purchase is DMV needs paperwork and taxes from dealer to complete the registration process. For in state purchase, dealer sends everything to DMV so new vehicle owner do not need to do anything. You get plates and tags in the mail. For out of state purchase, dealer usually send paperwork and tax directly to a local CA DMV office, but owner still needs to visit DMV within the 20 days vehicle enters CA. If DMV did not receive anything before you visit DMV, you only get temporary registration until after DMV receives everything and your second visit.

In your case, if you did not make a second visit and did not give DMV the sale tax check, they eventually will realize that your registration was not completed. If a dealer is not too busy and able to send paperwork to DMV before your first visit, the process can be done in one visit.

FYI. Also, when you get the license plates from local DMV office, notice the sequence numbering is much earlier than most recent plates on new cars. They gave me plates with 8Pxxx when I see new cars with 8Uxxx or 8Vxxx. Local office have supplies of older unissued plates.

Okay I get my vehicle shipped from I-25 Kia next week and I’m curious to see how the process w DMV will go.
Please share details about shipping from i25 (Cost, timing, covered, etc)? I ordered with them a few weeks ago and might need to ship instead of ride and fly. I live in NorCal.

I'd also like to know this. Seems like there are a lot of posts saying that the paperwork took a long time to get to the DMV from I-25 Kia.

I just finished signing everything and I-25 is going to be shipping my EX/P/N/T out in the next couple days (finally!).

Also, what is the consensus on a smog check? Dealer said its not needed as it meets emissions on all 50 states and new cars don't need tests for the first 3 years, but some posts here are saying they were required to get a smog check?

  • They picked up the car on June 23 and delivered it to me on June 28.

I don't know what the dealer actually do, but it does take some time and effort to create documents for DMV, other than just making a copy of the purchase agreement. They probably also need time for financing to clear before issuing a check for the CA sales tax. i25 is a high volume dealer so you're just another person in line. I was told up front that it may take three weeks for me back in February.

CA requires smog check for new out of state purchase even if it is a 50 state car. There's a tag in the engine compartment that certifies that. When you go to DMV to register, they will also tell you to go to an area to have them do a visual vehicle inspection. That's California.

One last item for those who did not read earlier posts, there’s still about $600 in CA fees. Bring checkbook or pay credit card fees too.

The money dealer collects for CA is usually the sales tax and should thousands of dollars. CA registration fees (there are a bunch of separate items) are about $600 which I don’t think i25 would go through the trouble to itemize and collect. Just be aware if these fees have not been also paid already.

@Acolod If you are referring to the $695 you paid to i25, that is their standard dealer fee. You still have to pay the registration fees (around $600) at CA DMV. At least that is my understanding from researching the threads.

I have never had to have a smog check buying a new car out of CA. But, it has been awhile. All they did was look for the compliance sticker. I had the MSO in hand from the dealer. Here is a link to the official DMV documentation

Keep us all updated, at least for those still purchasing from out of state and may stumble upon this forum. I got the SMOG test because of the recommendation of this forum as well as the DMV.gov site stated I needed it. All the while, while I there, the DMV rep asked if I had it too. It could help save a future Telluride owner here $40. I wouldn't want to test it as you all know the DMV can be such a pain and I'd rather have paid the $40ish dollars as a precaution than have to waste another day going back if I didn't have it and they required it. It's also a part of the 20-day rule requirement when bringing a vehicle into the state as mentioned in the link below.


"A smog certification from a California smog station is required for the following vehicles:
  • Gasoline-powered 1976 and newer year models (motorcycles are exempt)."
 
I did the smog too and not to conclude if it’s required or not but it makes no sense if it does. From what I read, the DMV inspector checks under the hood for smog stamp on the engine so why need a smog check. I noticed the procedure was really fast at the smog station, a lot faster than a normal test.

I had ordered on June 2, so only took 2 months to show up here in CA! While it's my first time buying a new car from a dealer, given the experiences others have had from perusing the Good/Bad dealer threads, I would say I had a very good experience with I-25 (and vehicle showed up much sooner than expected). The dealer I worked with was great, but as a whole, for the amount of CA orders, I would say they should brush up on the CA requirements as they told me a few wrong things which I wouldn't have known without seeing this thread.

Finally received my 2022 Telluride EX Nightfall, AWD, with Tow Package. Made a down-payment and financed with USAA (1.89 %). Here is a timeline breakdown and CA DMV experience. Hope this can help future owner purchasing out of state from CA.

06/08/21- placed order with i25 Kia and placed $500 refundable deposit.
06/23/21- order filled and gave me ETA of 08/05/21
07/22/21- dealership began emailing documents to sign electronically and email back. Spoke with USAA about new purchase (Loan application/Dealer funding Request form...etc). Dealership told me now new ETA is 07/29/21
07/23/21- dealership overnight paperwork via UPS to sign and overnight back. Wrote address of DMV on a sticky note I wanted dealership to send documents to register the vehicle. Filled out several paperwork to include DMV Reg343 (mostly filled out by dealership)
07/26/21- vehicle arrived at dealership...yes earlier than expected.
08/04/21- transportation company picked up vehicle at dealership. Cost is $1500 to ship (added in the price of the vehicle0. Funny thing is the transportation company told me I had to pay ~$850 for cost of shipping. Told them to talk to dealership as I paid them. So found out dealership is making money off shipping. Still better than the crazy markups here in CA.
08/07/21- vehicle delivered to doorstep here in San Diego

Only thing that bothered me was the vehicle sat at the dealership for about a week (07/26/21 to 08/04/21). Finance prolonged the process and I had to directly speak with him to get the vehicle shipped out. Was not happy with that. But overall happy the wait time was faster than if I ordered thru another dealership. Shout out to Dominic (Sales guy) in keeping me informed throughout the process. He texted me when Window Sticker came in, VIN was created,...etc.

DMV information and experience: (mistake - went initially without SMOG check and was turned back. So get your SMOG done!!)

08/10/21
- received 1st class mail from CA DMV in my mailbox. Had copies of several documents. Had letter stating San Diego field office (that I picked and wrote on the sticky note) has received the original title and to come in to register the vehicle. If not completed by a certain date, original title will be returned to USAA. In there was copies of: MDV For Reg 343, CA sales tax paid, Certificate of Origin for Vehicle, Dealer's Bill of Sale, Purchase Agreement, Security Agreement, DMV generated fees, Incomplete DMV application. Take this with you to DMV.
08/23/21- Went to local DMV. After reading these forums, somebody posted that SMOG may not be needed. I went without SMOG hoping the EPA sticker under the hood was good enough. Drove to the back and got in line for Vehicle verification for inspection. Of course passed everything and he checked the sticker under the hood and I asked him about SMOG. He said the sticker means the vehicle meets EPA regulations and can be registered in CA and all states. He said he thinks they will still ask for SMOG once I go inside. Hoping he would be wrong, I got a number and waited my turn. Lucky the wait was really short. Once my turn, they asked for SMOG and I tried to explain that I may not need one but she and a Supervisor confirmed that I needed a SMOG as it was coming form out of state. I asked if I go now and get it, if I had to wait in line again, and they said unfortunately yes. I tried to argue but they were adamant. I even showed them the DMV website. They said again it only means the label shows the vehicle meets EPA and can be registered in CA. So I left disappointed and returned after an hour an half with SMOG completed. After another wait, they found my Original Title and DMV forms sent from dealership. So didn't have to fill out any forms. Lady calculated the registration fees and paid $430.56 with checkbook. Received registration and plates and no more visits.
 
Wow, you’re sure only $430 for registration fees? Los Angeles county is over $600.

Yes I was expecting more according to what people were posting. I was at DMV today and that’s what I paid. That’s what I wrote the check for and afterwards they handed me registration and plates.

Pay with checkbook as they confirmed paying with credit card they will charge a fee.
