Documentation Fees (PA)- Should it cover third party service for Registration and Title

I recently bought a Telluride in Pennslyvania and noticed that the dealer added the titling and registration fee their third party (Beacon) charges for the service ($135) . This is in addition the documentary fee that the dealer has which is the maximum allowed in PA for electronic filing ($394). In addition they charge an electronic filing fee ($17.47). I thought the purpose of the documentation fee in PA was for administrative work which I would assume would include the administrative work for titling and registration. My title and registration is for NJ btw. Thoughts?

There are certain fees they pass on (PENNDOT fees for registration/temp tags), and then they charge you $394 for their labor and profit.
