In other words, "I need help with my SUV" could be about anything and can easily be overlooked by people who can help. When brakes applied, only the lower 1/2 of the tail light assembly lights up with “brake lights”.
looks strange that the upper 1/2 of tail light assembly does not light. Thus questioning if the upper section
should also light up with brake light

Nope, that’s what is supposed to happen on non-LED taillight units like yours.

Also note that your turn signal is on the bumper, not a part of the taillight itself like it is on LED units.
