AWD/Prestige and Tax Questions

Hi,
I am about to place an order from Gossett for a Telluride SX Prestige. I have a few questions:

1) Does the prestige package HAVE to come with AWD? I would prefer to save the $1, 900 as I don't need AWD.
2) I didn't think I would be charged any instate taxes, since I am out of state. They have added a "metro" and "business" tax. They are not much ($188 total), but I just want to make sure they are justified.

2) some jurisdictions require a local tax that you cannot avoid

Yes on #2. I paid the same tax even though I live in Illinois. I cough it up as my Telluride tax to get it quicker than ordering around here in Chicago.
