What is this white insulation for

Hello. I have white insulation exposed underneath, near on the rear driver side tire. Is this of any concern?

Concern, NO.
It is however sound deadening material. Dampens noises of pebbles/rocks from the road when the get shot up from the road/tires into the wheelhouse liner. If still within the "cover everything" part of your warranty, I'd mention it to the dealer service department.

A bit surprised to see it coming apart!

EDIT:
Resist the urge to apply any sort of Duct Tape to correct the issue. During all my years in the business; I've seen this stuff used for just about everything automotive hold-it-together.
Most forget one biggie about it; The base ingredient is cloth fibers. Read: It retains moisture. This is the LAST thing one should be applying to the exterior of a vehicle!
