Credit unions do have rules around who can join that can involve criteria such as who you work for or which school you attend. Every credit union is different, but I don't believe the 'referral' is anything more than a bonus OP is getting for new members signing up. You can go to any credit union site and look at the criteria. For example, DCU lists theirs here:
