I’m sorry but you’re incorrect. I followed your search and looked deeper and found on Kia’s site additional information you missed.
Thank you for the additional information, but actually @Gwyn is correct. It is confusing due to naming.
There are two services - UVO e-Services and UVO link. I normally wouldn't copy and paste elements of web-page, but Kia's new site (debuted last month) makes it a bit harder to find. @Gwyn was referring to UVO e-Services, which is indeed free and requires smartphone and app. UVO link service requires a subscription after 1 year from date of sale/lease. It uses the vehicle's internal modem and cellular service so you don't need to have the phone plugged in to use e-Services functionality.

Then, you have to click on "eServices HELP" - there are dropdown boxes describing the differences.

It looks like Kia is moving everything to UVO link - as there is an N/A in the column for e-Services when select Telluride - but it's N/A in every vehicle? Maybe it's the old app... or maybe it will still work subscription free with the app for some limited features like handsfree calling etc, as it says.
They are two different apps in the Google Play store - Kia eServices, and Kia Access with UVO Link
