Texas law for trailer brakes are 4800 I believe. A lot of boat trailers have hydraulic brakes that come on as the car slows down and are activated by the tongue slipping toward the car which applys the brake on the trailer. Check out the old Skeeter boat trailers which most welded the tongue because the tires would lock up as you backed down the ramp.
