I want to give you a shout out. We found our VIN today. Yes, our dealer confirmed our find. Now just waiting on completion of build and shipping. Much anxiety has been alleviated.Telluride Lookup

I put together a website that scrapes all of the new VIN numbers daily and lets you search/filter them. I started on January 7th, so cars produced before that won't be on the site. I may try and scrape historical data but for now it's just going forward.
Let me know if there's anything you'd like me to try and add to the site or if you have any issues with it.

I have it filtered down to my state, WA, and I see VIN‘s for 45 SXP’s w/ Towing listed (as of 2/19) all assigned to various WA dealers. So, I am assuming the date listed is the day the VIN is created and/or scraped. Is that correct? If so, once the VIN is listed, how long until that vehicle is “out the door“ at the factory?
Is it safe to assume that once the VIN is listed, the assigned dealer is also aware that production has begun on a vehicle that has been allocated to their dealership? If so, am I free to give that dealer a call and find out if that VIN has been pre-sold?

The answer is yes. It has been allocated to that dealership long before production - we're only seeing the VIN on day it was scraped (produced - generally one and the same). So, once you see the VIN popup for your desired trim, I'd give the dealership a call and ask SPECIFICALLY about that VIN armed with info from the window sticker. In only one case we've seen so far (there presumably have been others) the dealership listed on the window sticker has changed from the original dealer to a different dealer (meaning vehicle was reassigned after production). But that appears rare.
I'd speak directly with fleet manager - the salespeople are unlikely to know about specific VINs - and in some cases, callers have surprised managers and salespeople with knowledge of the incoming VIN because it's not on the dealership public website. It should have an ETA once it's produced. Delivery time from Georgia to dealership can vary - to Washington state, I would imagine to allow 3-4 weeks. Dealer should know this info. It is usually around 1-2 weeks to Texas. The VIN creation date matched my production date for my VIN - of course there can be discrepancies for technical or other obvious reasons.

What I do is contact a dealer as soon as I see a Vin allocated to them and ask if it's been pre-sold. So far they all are but I'm hoping to get lucky.
And I'm not sure how long after the create date it gets to the dealer.

Yes, luck will be a big part of it as raydog noted. With the shift to KFOS-only ordering, it means that dealers now have to formally order the vehicle when they receive their monthly allocations around the middle of the month. Then, if they have an SX-P allocation, they are supposed to fill with their oldest "orders" from the kdealer system (or stack of requests at dealership - either way). Prior to this change, orders could also be picked up from kdealer, so dealerships would use their KFOS allocations to get unsold orders. Now that they can't do that, any SX-P arriving is highly likely to be pre-sold if they are (1) putting orders into kdealer and (2) following directions from corporate. If someone backs out of the order, which typically happens after delivery to dealership, then salesmen typically start calling their internal list of customers until someone makes a deposit and takes delivery.
Entries (orders) into KFOS close a few days after dealer receives news. So, if you find a dealership near you that is not taking pre-orders and will let you know right away when they have an SXP allocation around 15th of month... you can have it put directly into KFOS. Probably quite rare right now, unfortunately.
